The rebuilding of Ukraine's telecommunications infrastructure.
According to the International Telecommunication Union, Ukraine will need a minimum of $1.79 billion to restore its telecommunications sector to pre-war levels. The ITU was commissioned to conduct a damage assessment of the destruction of Ukraine's communication networks as a result of the ongoing Russian invasion of the country. The report shows that Russia had "destroyed completely or seized" telecom infrastructure in several parts of Ukraine. The report also notes significant damage and destruction of telecommunications infrastructure in more than 10 of Ukraine's 24 regions. As of July 2022, 12.2% of homes lost access to mobile communications services, 11% of base stations of mobile operators were out of service, and 20% of the country's telecommunication infrastructure was damaged or destroyed.The estimated cost of fixing the damage caused in just the first six months of the Russian invasion is $1.79 billion. However, the true estimated cost of damage today stands at $113.5 billion.
A full report envisages a total of some $100 billion over time to rebuild Ukraine's infrastructure. Ukraine will need to attract private investment, but it can only do so after some sort of settlement and some special "war insurance" arrangements, backed by states. Beginning serious reconstruction while the war continues is a difficult task.
